Gatekeeper Gatekeeper’s origins date back to October 1995, when Ohio introduced County Waiver Administration and the Payment Authorization for Waiver Services (PAWS) form. At that time, we developed a simple system to complete, print and track PAWS forms that were sent to the state.Over time, County Boards and Councils of Government asked for more and more functionality to be added to the system. However, the technology used for this earlier system was not robust enough to handle many users and remote locations. A new solution was necessary. In 1997, Gatekeeper version 1.0 was introduced. It included only the most basic demographic and billing capabilities, but it was the foundation for what would become the premier software package in Ohio’s DD community. Since 1997, hundreds of enhancements and many new modules have been added to Gatekeeper’s capabilities. In 1999, we added the ability to use Gatekeeper from remote offices or occasionally connected laptops. So, what makes Gatekeeper different?
